Extends the expiration date for county dam repair special assessment authority from July 1, 2019 to July 1, 2022 for projects authorized under G.S. 153A-210.2(a1)

Authorizes county boards of commissioners to impose special assessments on properties contiguous to and benefiting from lake access for dam repair purposes

Applies to privately owned dams formerly used for textile mill purposes forming lakes between 225 and 325 acres in area

Applies to privately owned dams formerly used for recreational and flood control purposes forming lakes between 1,100 and 1,300 acres, contingent on county-conducted advisory referendum with majority voter approval

Requires 10 days' public notice and board resolution before imposing the special assessment on recreational and flood control dam projects
