Requires owners and operators of public motocross facilities to carry liability insurance of at least $1,000,000 per occurrence and $2,000,000 in the aggregate for injuries to persons or property.

Prohibits insurance contracts from including per-person sublimits and requires insurers to give 30 days' written notice before cancelling, suspending, or nonrenewing policies.

Mandates facility operators provide proof of insurance to the Commissioner of Insurance upon request, with operations halted until proof is provided.

Exempts motocross facilities on private property not open to the public with no fees charged, and facilities owned or operated by the State or local government.

Becomes effective July 1, 2019, with rule-making authority for the Commissioner of Insurance effective immediately upon enactment.
