Modifies Section 1(a) of S.L. 2009-162 to allow Mecklenburg County to enter into reimbursement agreements with private property owners for design and construction of park infrastructure included in the county's Parks Master Plan.

Removes the requirement that park infrastructure be located on property that is to be leased or transferred to the county.

Retains requirements that parks must be located on property adjacent to or in close proximity to other property owned by the private property owner or its affiliates.

Applies only to Mecklenburg County.

Becomes effective upon passage into law.
