Senate Bill 212 Summary

• Appropriates $104 million in nonrecurring funds from the General Fund to the State Capital and Infrastructure Fund for fiscal year 2020-2021 for university and state agency capital projects, including UNC Chapel Hill Business School ($7 million), NC State STEM Building ($7 million), and repairs and renovations ($85.25 million).

• Establishes a Satellite-Based Broadband Grant Program within the Department of Information Technology with maximum annual liability of $2.5 million (reduced to $1 million for 2020) to provide grants to satellite broadband providers serving unserved households, with grants up to $500 per household.

• Creates cybersecurity pilot program through the Information Technology Innovation Center to establish public-private partnerships providing cybersecurity support services to counties designated as development tier one or tier two areas, with $2.5 million in funding allocated.

• Streamlines broadband infrastructure leases on state property by requiring the Department of Administration to finalize new lease agreements within 4 months and lease renewals within 2 months, effective July 1, 2020, through January 1, 2025.

• Establishes statutory definition of "year-round school" as a school operating instructional days throughout the entire calendar year (July 1 - June 30) using one of three specified scheduling plans, effective beginning 2021-2022 school year.
