Authorizes the Division of Motor Vehicles to issue a distinguishing registration plate decal displaying the International Symbol of Access and vehicle registration plate number for handicapped persons.

Sets the fee for a distinguishing registration plate decal at $10.00 as an alternative to obtaining a distinguishing license plate.

Vehicles displaying a distinguishing registration plate decal are granted unlimited parking in time-restricted zones and may park in spaces designated for handicapped persons.

Requires initial applications for the decal to include medical certification from a licensed physician, ophthalmologist, optometrist, physician assistant, nurse practitioner, the Division of Services for the Blind, or U.S. Department of Veterans Affairs disability determination.

Makes it a Class 2 misdemeanor to sell or unlawfully use a distinguishing registration plate decal, with the act becoming effective February 1, 2020.
