Authorizes the Town of Manteo to regulate navigable waters within its corporate limits through ordinances governing boat and vessel operation, speed zones, no-wake zones, and anchoring and mooring restrictions.

Permits Manteo to place and maintain navigational aids and markers in compliance with the United States Aids to Navigation System and Wildlife Resources Commission rules.

Empowers Manteo law enforcement officers to enforce ordinances adopted under this act.

Adds Shallowbag Bay waters (from Ballast Point to Baum Point), including Doughs Creek and Scarboro Creek, to Manteo's corporate limits for regulatory purposes.

Exempts the added navigable waters and state property from taxation by the Town of Manteo and becomes effective July 1, 2019.
