Amends the definition of "child" eligible for wartime veterans scholarships in G.S. 143B-1224(3) to align with federal law under 37 U.S.C. § 401 for adopted children rather than requiring legal adoption prior to age 15.

Repeals Section 2(a) of S.L. 2018-37, removing a previous limitation on scholarship eligibility.

Requires the Department of Military and Veterans Affairs to document and report scholarship applicants to the Joint Legislative Oversight Committee on General Government by March 30, 2020, including total applications received and those made eligible as a result of this act.

Maintains existing eligibility requirements including applicant age under 25, North Carolina residency, high school completion, and Selective Service compliance.
