Amends G.S. 153A-331 to allow developers to provide funds for counties to acquire and develop recreational facilities serving subdivisions, with a maximum fee of $500 per residential construction lot in Harnett County only.

Modifies the definition of recreational facilities to explicitly include "develop and construct recreational facilities" and allows facilities to serve multiple subdivisions or developments within the immediate area.

Amends S.L. 2009-162 to clarify that Mecklenburg County may enter into reimbursement agreements with private property owners for park infrastructure or parks that are included in the county's Parks Master Plan and located on property adjacent to or leased/transferred to the county.

Applies Section 1 changes specifically to Harnett County and Section 2 changes specifically to Mecklenburg County.

Effective upon ratification on June 26, 2019.
