Establishes a 10-member Joint Legislative Study Committee to examine the impact of charter schools on local school districts and student performance, with appointments made by legislative leaders and the Governor by August 1, 2019.

Committee must study and report recommendations on charter school history, financial impacts, academic performance comparisons, transparency standards, student attrition rates, services for students with disabilities, and suspension/expulsion rates by March 1, 2021.

Implements a moratorium on new charter school approvals and prevents existing charter schools from increasing enrollment, expanding grade levels, or receiving material revisions based on enrollment growth, effective upon enactment.

Moratorium expires only after the legislature enacts legislation addressing the Study Committee's report and recommendations.

Acknowledges charter school funding growth from $16.6 million in 1997-1998 to $580.8 million in 2018-2019, and charter school increases from 33 schools to 184 schools during the same period.
