Permits electronic signatures on motor vehicle title applications and related documents submitted to the Division of Motor Vehicles, with electronic notarization allowed in accordance with state law.

Authorizes the Division to accept electronic applications for salvage certificates of title and allows online motor vehicle registration vendors to file required documents on behalf of dealers and insurers.

Exempts salvage vehicle transfers to insurers from notarization requirements, including for title transfers, powers of attorney, odometer disclosures, and salvage certificate applications.

Expands procedures allowing insurers to obtain salvage vehicle titles without owner assignment by sending certified notice to owners and lienholders at least 30 days before requesting a transfer form from the Division.

Takes effect October 1, 2019.
