Codifies requirement that jurors must be United States citizens, changing existing law that only required state citizenship.

Allows chief district court judges to delegate authority to hear jury excuse applications to clerks of superior court or trial court administrators.

Requires clerks of superior court to report names, addresses, dates of birth, and disqualification reasons for noncitizens excused from jury duty to the State Board of Elections quarterly.

Directs State Board of Elections to use jury disqualification reports to identify and remove noncitizens from voter registration rolls within 30 days, with notice and opportunity for voters to object.

Becomes effective January 1, 2020.
