Renames the "North Carolina Drug Treatment Court Act of 1995" to the "Judicially Managed Accountability and Recovery Court Act of 2019" and expands program scope to include mental, behavioral, and medical health factors alongside substance abuse issues.

Adds reduction of mental, behavioral, or medical health-related court workload as a new goal of the program and requires consideration of these factors in offender eligibility and case management.

Establishes pilot programs in Haywood, Robeson, and Wayne counties with $150,000 appropriated to each county for fiscal years 2019-2020 and 2020-2021 to implement the judicially managed accountability and recovery courts.

Requires the Administrative Office of the Courts to report results of the pilot program to the 2021 Regular Session of the General Assembly.

Becomes effective July 1, 2019, except for pilot program provisions which become effective upon enactment.
