Amends G.S. 132-1.4A to define "citizen review board" as a board legally established by a city council to review police matters and complaints against officers.

Defines "deceased person" as someone whose image or voice is captured in a recording who was living when the recording began and died during or after the recorded event.

Establishes that law enforcement agencies must disclose recordings to district attorneys for criminal review, discovery, or court proceedings, and may disclose recordings to citizens review boards, city/county managers, and city/town councils under specific conditions including confidentiality agreements.

Allows citizens review boards, managers, and council members to view recordings only in closed sessions and upon execution of confidentiality agreements, with public release only upon court order.

Makes knowing and willful violation of recording disclosure restrictions a Class 3 misdemeanor with a maximum fine of $500.00, and applies the law exclusively to the City of Winston-Salem.
