Extends the deadline to apply for the Hurricane Florence Agricultural Disaster Program of 2018 for farmers in counties that received a Secretarial Disaster Declaration between January 31, 2019, and February 15, 2019, for excessive rain and flooding occurring May 15, 2018, through December 31, 2018.

Allows farmers with verifiable losses of agricultural commodities in qualifying counties to apply for financial assistance under Section 5.11 of S.L. 2018-136, regardless of the original deadline.

The Department must accept completed applications for no more than 10 consecutive business days (excluding days when the federal government is partially or fully shut down) beginning on the act's effective date.

The act expires once the Department has processed all applications validly received during the 10-business-day application period.
