Reduces the speed limit to 25 miles per hour on residential streets in Durham that are experiencing congestion, as determined by the City of Durham's Transportation Department.

Overrides existing state speed limit law (G.S. 20-141(b)(1)) and makes operating a vehicle in excess of 25 mph on designated residential streets unlawful.

Applies only to the City of Durham and does not affect other municipalities in North Carolina.

Becomes effective December 1, 2019, and applies to offenses committed on or after that date.
