• Eliminates the Town of Red Springs' authority to exercise powers under G.S. 160A-360 outside its corporate limits
• Town regulations and enforcement powers remain in effect for 120 days following the act's effective date or until Robeson County adopts equivalent regulations, whichever occurs first
• Robeson County may hold hearings and adopt county regulations for areas previously regulated by the Town during the 120-day transition period
• Applies exclusively to the Town of Red Springs
