Appropriates $3,150,000 in nonrecurring funds for the 2019-2020 fiscal year to the Department of Agriculture and Consumer Services for local food processing initiatives.

Directs funds to be granted to the Eastern North Carolina Food Commercialization Center to provide matching funds for federal construction grants and to supply working capital and equipment.

Requires the Center to submit annual reports on fund usage to the Joint Legislative Oversight Committee on Agriculture and Natural and Economic Resources and the Fiscal Research Division by April 1 each year.

Any funds not spent or encumbered by June 30, 2022, shall revert to the General Fund.

Becomes effective July 1, 2019.
