Adds campus police agencies of private institutions of higher education certified by the Attorney General to the list of entities eligible for tuition and registration fee waivers at community colleges for specialized training courses.

Appropriates $110,000 in recurring funds for fiscal year 2020-2021 to the Community Colleges System Office to support the waiver of tuition and fees for private institution campus police training courses.

Appropriates $5,000,000 for fiscal year 2019-2020 and $6,500,000 for fiscal year 2020-2021 to the Board of Governors of The University of North Carolina for allocation to the State Education Assistance Authority to support need-based scholarships for students attending private institutions of higher education.

Becomes effective July 1, 2019, with the campus police waiver provision applying beginning with the 2019-2020 academic year.
