Repeals G.S. 143B-426.40A(g), which authorized state and local government employees to have payroll deductions made for payments to employees' associations

Eliminates payroll deduction authority for state employees, political subdivision employees, and public school employees who are members of domiciled employees' associations with at least 2,000 members (500 of whom are public employees)

Eliminates payroll deduction authority for local board of education employees who are members of domiciled employees' associations with at least 40,000 members (majority public school teachers)

Removes the requirement for the State Auditor to verify and certify membership counts annually for qualifying employees' associations

Becomes effective upon enactment
