Senate Bill 315 Summary

• Creates a process for landowners to require utility companies to terminate unused easements if construction has not begun within 20 years, with disputes resolved by the Utilities Commission and fair market value determined by appointed commissioners.

• Prohibits drivers from overtaking self-propelled farm equipment that is making or signaling a left turn, effective December 1, 2020.

• Expands agricultural outdoor advertising sign allowances from 2 feet to 3 feet long on any side for roadside farm stands selling fruits or vegetables, and removes time restrictions on sign placement.

• Establishes the North Carolina Sweetpotato Act creating a trademark program with royalty fees for North Carolina-grown sweetpotatoes and an advisory council to set quality standards and grades.

• Adds hunting, fishing, and equestrian activities to the definition of agritourism; exempts bona fide farm catering operations from county and city permit requirements; and authorizes Soil and Water Conservation Districts to grant job approval authority for best management practice certifications.
