Requires every North Carolina municipality with a population of at least 90,000 (as of July 1, 2016) to prepare a report on affordable housing units subsidized by local government revenue, tax credits, or local government oversight.

Defines affordable housing as housing affordable for households earning up to 80% of area median income (AMI), and moderate income housing as housing affordable for households earning 80-120% of AMI.

Report must detail municipal strategies to limit private housing costs, including activities such as rezoning for density, fee waivers, accessory dwelling units, mixed-use housing, transit-oriented development, and parking requirement reductions.

Municipalities must report on consideration of state or federal funding, tax incentives, and Housing Finance Agency programs to promote moderate income housing construction and preservation.

Reports must be submitted on or before October 1, 2019, to the Joint Legislative Oversight Committee on General Government and the Fiscal Research Division.
