Authorizes the Division to collect and maintain motor carrier and commercial motor vehicle data in compliance with the federal Performance and Registration Information Systems Management (PRISM) program under 49 U.S.C. § 31106.

Requires the Division to deny vehicle registration for motor carriers that fail to disclose material information, make materially false statements on applications, apply as subterfuge for parties with federal out-of-service orders, or whose business is controlled by or affiliated with ineligible persons.

Requires the Division to rescind and cancel vehicle registrations for motor carriers subject to federal out-of-service orders for "imminent hazard" operations and for carriers that fail disclosure requirements or make false statements on applications.

Authorizes the Department of Public Safety to enforce federal out-of-service orders issued by the Federal Motor Carrier Safety Administration, including the authority to seize registration plates from motor carriers with rescinded registrations.

Effective 90 days after enactment, approved August 14, 2019.
