Authorizes the Division of Motor Vehicles to issue permanent registration plates to incorporated REACT (Radio Emergency Associated Communications Teams) teams that provide services under contract with a county or municipality.

Permits incorporated REACT teams to equip their vehicles with special lights, bells, sirens, horns, or exhaust whistles approved by the Commissioner of Motor Vehicles.

Authorizes REACT vehicle operators to use equipped lights and sirens while engaged in the performance of their duties both within and beyond corporate limits.

Makes the act effective upon enactment into law.
