Establishes a 7-year statute of repose for actions against registered professional land surveyors under G.S. 1-47(6), measured from the last act or omission giving rise to the cause of action.

Establishes a 3-year statute of limitations for actions against registered professional land surveyors under G.S. 1-52(18), commencing within 7 years from the surveyor's last act or omission.

Defines "surveying and platting" to include boundary surveys, topographical surveys, surveys of property lines, and any measurement or surveying of real property with graphic representation thereof.

Clarifies that physical damage causes of action accrue at the time the physical damage occurs, resolving prior court interpretations that had rendered the 3-year limitation period ineffective.

Applies to all actions arising on or after the effective date when the law was signed on July 26, 2019.
