• Establishes mandatory health and safety standards for student-athletes including independent medical personnel, access to medical records, standardized concussion protocols, and a code of conduct for athletic personnel prohibiting bullying, harassment, and sexual misconduct.

• Requires constituent institutions to provide student-athletes with academic support, disclose major enrollment percentages by team, award scholarships to injured athletes, provide due process with certified attorney assistance in eligibility investigations, and prohibit retaliation against those reporting violations.

• Limits revenue institutions can derive from student-athlete name, image, or likeness to only athletic program events with written consent, and creates an Injured Student-Athlete Scholarship Trust Fund financed by 1% of ticket sales revenue.
