Establishes a 24-member "Rethinking Guardianship Workgroup" convened by the Department of Health and Human Services to study and recommend changes to Chapter 35A of the General Statutes governing guardianship laws.

Workgroup composition includes 4 House members, 4 Senate members, 2 court clerks, 1 Administrative Office of Courts employee, and 12 additional members representing agencies, advocacy organizations, guardians, and individuals with disabilities.

Requires the Workgroup to study alternatives to guardianships, Multi-Disciplinary Evaluations quality and availability, spousal guardianship reform, guardianship review processes, limited guardianships, rights protections, legal counsel appointments, and guardianship terminology.

Mandates the Workgroup submit findings, recommendations, and legislative proposals to the Joint Legislative Oversight Committee on Health and Human Services by January 1, 2020.

Workgroup terminates on January 1, 2020, or upon submitting its report, whichever occurs first.
