Submits a statewide referendum to North Carolina voters on November 3, 2020, asking whether to urge Congress to pass a constitutional amendment limiting corporate constitutional rights and restricting money in political campaign spending.

Proposes amendment language declaring that constitutional rights belong only to individuals and not corporations or artificial entities, and that constitutionally protected free speech excludes unlimited spending of money on political campaign contributions.

If a majority votes in favor, the State Board of Elections certifies the results to the Secretary of State, who enrolls it in permanent records and certifies the outcome to the President, members of Congress, the Governor, and state legislators.

Contains extensive findings asserting that corporate political spending conflicts with public interests, that unlimited money drowns out ordinary citizens' speech, and that anonymous contributions promote dishonesty and corruption.

Takes effect upon becoming law and ballot language specifies voting as FOR or AGAINST urging Congress to amend the Constitution on these matters.
