Increase nonresident undergraduate tuition at North Carolina State University and University of North Carolina at Chapel Hill by at least $5,000 for the 2019-2020 academic year compared to 2018-2019 rates

Maintain nonresident undergraduate tuition at these two institutions at rates equal to or greater than 2019-2020 levels in all subsequent academic years

Require additional tuition revenue generated from nonresident increases to be used to decrease in-state tuition at North Carolina State University and University of North Carolina at Chapel Hill beginning with the 2019-2020 academic year

Prohibit additional nonresident tuition receipts from being used to offset General Fund appropriations to these institutions starting with the 2019-2020 fiscal year

Allow the Board of Governors to charge graduate teaching assistants and research assistants lower rates down to the North Carolina resident rate at their discretion
