Defines "hemp," "hemp extract," and "hemp product" as cannabis materials with delta-9 THC concentration of 0.3% or less on a dry weight basis, excluding smokable hemp from the hemp product definition.

Excludes hemp products and hemp extracts from Schedule VI controlled substances classification, allowing licensed cultivators and handlers to possess raw hemp plant material for sale or processing.

Expands the definition of "isomer" in controlled substances schedules to include optical, positional, and geometric isomers for specific compounds like cocaine, cathinones, and designer benzodiazepines.

Adds "smokable hemp" as a defined term meaning harvested hemp plant material in forms intended for inhalation of smoke, and includes smokable hemp in the definition of marijuana as a Schedule VI controlled substance.

Becomes effective December 1, 2019, and applies to offenses committed on or after that date.
