Increases maximum width of private cartways from 18 feet to 30 feet for persons needing access to land for cultivation, timber cutting, mining, quarrying, or industrial operations.

Establishes minimum horizontal distance of 15 feet between sanitary sewage treatment systems and downslope interceptor drains, foundation drains, and stormwater diversions.

Limits stormwater diversion setback requirements to only apply to cuts with 2 feet or more in vertical height.

Extends sunset date for local government assessment articles from July 1, 2020 to July 1, 2025, except for projects authorized under G.S. 153A-210.2(a1) which expire July 1, 2022.

Effective upon enactment; Section 1 applies to special proceedings filed after the effective date, and Section 2 applies to applications submitted on or before August 1, 2019.
