Repeals Section 59.2 of S.L. 2013-413, which had removed certain public health protections related to solid waste transport vehicles.

Requires the Commission for Public Health to readopt rule 15A NCAC 13B .0105 in substantially identical form to how it existed on August 22, 2013.

Exempts the readopted rule from the normal regulatory review process under Part 3 of Article 2A of Chapter 150B of the General Statutes.

Directs the Commission for Public Health and Department of Environment and Natural Resources to implement the pre-2013 version of the rule until the readopted rule becomes effective.

Takes effect upon becoming law.
