Expands academic transition pathways for freshman and sophomore high school students in career and technical education to include construction and business technologies in addition to existing options in industrial/engineering technologies, agriculture/natural resources, and transportation technology.

Permits qualified freshman and sophomore high school students to enroll in college transfer pathways requiring 30 semester credit hours of transfer courses (including English and mathematics) if approved by the community college president, high school principal, and academically gifted coordinator.

Requires freshman and sophomore students admitted to college transfer pathways to participate in academic advising on early college admission implications and obtain parental or guardian consent.

Authorizes local boards of education to contract with adjunct instructors for career and technical education programs who meet State Board criteria, allowing employment up to 20 hours per week or five consecutive months without requiring teacher licensure.

Requires adjunct instructors to complete preservice training in identifying children with disabilities, student behavior management, conflict de-escalation, and safe use of seclusion and restraint; allows individuals without associate or baccalaureate degrees to qualify with six years of relevant professional experience and an active industry credential or professional license for the 2019-2020 school year.
