Prohibits North Carolina cities from adopting ordinances regulating the removal of trees from private property within their corporate limits or extraterritorial jurisdiction without express authorization from the General Assembly

Repeals any existing county or city tree removal ordinances adopted before the bill's effective date that lacked express General Assembly authorization

Preserves any previously enacted local acts authorizing tree removal ordinances and any ordinances adopted under that authority

Becomes effective upon passage
