Requires the North Carolina Criminal Justice Education and Training Standards Commission to establish minimum standards ensuring criminal justice officer applicants are psychologically and physically suited for essential job functions.

Mandates psychological screening examinations conducted by a licensed clinical psychologist or psychiatrist in North Carolina with specific training and experience in pre-employment evaluations for public safety positions, including written psychological tests and in-person interviews.

Requires certification of physical examinations by a North Carolina-licensed physician, physician's assistant, or nurse practitioner to verify applicants meet the physical standards for their officer position's essential job functions.

Becomes effective October 1, 2019, and applies to all applications received on or after that date.
