Appropriates $1,000,000 to the Department of Environmental Quality for digitization of waste management records and $18,100,000 to complete work on four pre-regulatory landfill pilot program sites during fiscal years 2019-2020 and 2020-2021.

Reduces the solid waste disposal tax from $2.00 to $1.00 per ton of waste for landfill disposal and transfer station operations.

Changes distribution of tax proceeds: increases allocation to cities and counties from 37.5% to 75%, reduces allocation to General Fund from 12.5% to 25%, and maintains 50% allocation to Inactive Hazardous Sites Cleanup Fund.

Provisions become effective July 1, 2021, and expire 180 days after the Department of Environmental Quality submits a final report to the Joint Legislative Oversight Committee on completion of the four-site pilot program.

Act is effective July 1, 2019.
