Defines "electric standup scooter" as a device with no more than three 12-inch or smaller diameter wheels, handlebars, designed to be stood upon, and powered by an electric motor capable of propelling the device at speeds no greater than 20 miles per hour on a paved level surface.

Excludes electric standup scooters from the definition of "motor vehicle" in North Carolina General Statute 20-4.01.

Classifies electric standup scooters as "vehicles" under state law, making riders subject to provisions applicable to vehicle drivers except those not applicable by nature.

Voids any municipal ordinances or regulations that conflict with this act and requires municipalities with existing electric standup scooter ordinances to review and ensure compliance upon the act's effective date.

Becomes effective upon enactment and applies to offenses committed on or after that date.
