Allows local boards of education to schedule remote instruction during the first five instructional days of the 2020-2021 school year with State Board of Education approval if needed for student health and safety due to COVID-19.

Maintains the existing prohibition on remote instruction days prior to August 24, 2020, for schools operating on traditional calendars, except as provided by this exception.

Maintains the existing prohibition on year-round or modified calendar schools scheduling remote instruction prior to the sixth instructional day, except as provided by this exception.

Requires State Board of Education approval before local boards may implement remote instruction in the first five days of the school calendar for COVID-19-related health and safety reasons.

Becomes effective upon enactment.
