Establishes a new definition of "commanding military officer's designee" as an individual appointed by a commanding military officer to represent the interests and provide information regarding military installations to the Department.

Requires the Department to notify commanding military officers of all major military installations and any military installations outside North Carolina located within 50 nautical miles of a proposed wind energy facility within 10 days of receiving a complete permit application.

Mandates the Department request technical information from military officers regarding adverse impacts on installation operations, training, or mission, including maps and narrative information about military air navigation routes, air traffic control areas, military training routes, special-use air space, and radar operations.

Requires the Department to request information from county boards of commissioners and municipal governing bodies about potential adverse impacts of the proposed wind energy facility on local governments.

The act becomes effective upon passage and applies to all pending or newly submitted wind energy facility permit applications on or after that date.
