Reconstitutes the Clean Water Management Trust Fund Board of Trustees with nine members: two appointed by the Governor (expiring 2020), two by the Governor (expiring 2021), one by the Governor (expiring 2022), one by the General Assembly on President Pro Tempore recommendation (expiring 2021), one by the General Assembly on President Pro Tempore recommendation (expiring 2022), and three by the General Assembly on Speaker recommendation (expiring 2020, 2021, 2022 respectively).

Reconstitutes the North Carolina Parks and Recreation Authority with nine members appointed by the Governor (3 members) and the General Assembly on Speaker and President Pro Tempore recommendations (6 members), with staggered three-year terms expiring in 2020, 2021, and 2022.

Modifies the Child Care Commission from 17 to 17 members (nine appointed by Governor, eight by General Assembly), adjusting the appointment structure and changing term expiration dates from 2015-2016 to 2020-2021.

Restructures the Private Protective Services Board from 14 members to adjust appointment proportions among the Governor and General Assembly bodies, with initial terms expiring in 2020, 2021, and 2022.

Reconstitutes the Rural Infrastructure Authority (increasing from 16 to 17 members) and the State Building Commission (nine members) with revised appointment procedures and staggered term expiration dates of 2020, 2021, and 2022.
