Increases the number of participating institutions in the North Carolina Teaching Fellows Program from five to eight institutions of higher education with approved educator preparation programs.

Establishes stringent selection criteria for participating institutions including demonstrated educator effectiveness, measurable impact on student learning, high licensure exam pass rates, leadership development, diverse internship experiences, and State Board of Education approval.

Modifies forgivable loan eligibility to include students already enrolled at institutions of higher education who are changing to an approved educator preparation program, with loans of up to $4,125 per semester for up to four semesters.

Becomes effective July 1, 2019, with Section 1 changes applying to forgivable loans beginning in the 2020-2021 academic year and Section 2 changes applying beginning in the 2019-2020 academic year.
