Requires non-elderly, nonpregnant adult Medicaid beneficiaries (not eligible based on disability) to participate in work and community engagement activities as a condition of program participation, aligned with federal Able-Bodied Adults Without Dependents (ABAWDs) policy.

Exempts 21 categories of individuals from work requirements, including those under 19 or over 64, individuals with disabilities, pregnant women, parents/caretakers of infants, and inmates.

Directs Department of Health and Human Services to submit State Plan amendments or waivers to federal Centers for Medicare and Medicaid Services by October 1, 2019, with implementation on or after July 1, 2020 upon approval.

Requires Department to submit detailed report by November 1, 2019 to legislative committees describing work activities, participation requirements, exemption procedures, noncompliance penalties, reinstatement methods, and fiscal impact analysis.

Limits Department authority to only adding work and community engagement requirements without making other changes to Medicaid eligibility.
