Allows nonprofit entities qualified under State Surplus Property Agency rules to receive surplus state computer equipment for refurbishment and donation to public schools and low-income students or households

Adds nonprofit computer refurbishment organizations to the definition of "nonprofit tax exempt organizations" eligible to receive surplus state property under G.S. 143-64.02

Requires the State Surplus Property Agency to consider county locations when distributing computer equipment to ensure all geographic regions of North Carolina benefit from the distributions
