Allows youth aged 16-17 to participate in supervised, practice experiences in occupations otherwise prohibited as detrimental to youth health and well-being, subject to Commissioner of Labor approval.

Requires youth to be enrolled in a public or nonpublic school partnering with the employer to offer the supervised practice experience.

Mandates employer submission of a written agreement with the school that includes: work incidental to the practice experience, intermittent short-term work, direct and close supervision by a qualified person, safety instruction and training, and a schedule of organized and progressive work processes.

Written agreement terms must comply with federal Child Labor Bulletin 101 (Child Labor Provisions for Nonagricultural Occupations under the Fair Labor Standards Act) as published in November 2016 and subsequent revisions.

Effective upon enactment on July 26, 2019, and applies to all youth participation in practical experience programs after that date.
