Create a one-year nonrenewable provisional professional license for teachers who hold current teacher licensure in good standing in another state, requested only by local boards of education.

Allow teachers holding a provisional professional license to begin the application process for a continuing professional license as out-of-state applicants while maintaining their provisional status.

Authorize local boards of education to determine experience credit for provisionally licensed teachers to pay them according to the State salary schedule for teachers during the term of the license.

Exempt local boards of education and teachers from repaying overpayments of State funds resulting from good faith determinations of experience credit, though pay reverts to the appropriate level once a continuing professional license is issued.

Extend provisional professional license eligibility to military spouses holding current teaching licenses in other jurisdictions and make the act effective upon enactment for applications submitted on or after that date.
