Allows retired teachers who retired on or before February 1, 2019, and meet age/service requirements to return to work in Title I schools or schools with D or F performance grades without losing retirement benefits.

High-need retired teachers are paid on the first step of the teacher salary schedule, or the sixth step if teaching STEM or special education subjects.

Excluded high-need retired teachers from receiving state salary supplements, bonuses, or step increases regardless of tenure, though they remain eligible for local salary supplements.

Employment contracts are limited to one school year with no accrual of additional retirement benefits, and earnings during reemployment are not counted toward postretirement earnings calculations.

Act becomes effective July 1, 2019, and expires June 30, 2021, pending approval from the Internal Revenue Service that the provisions do not jeopardize retirement system status.
