Expands the definition of "caretaker" in the Juvenile Code to include adults in a dating or romantic relationship with a juvenile's parent, guardian, or custodian

Prohibits knowingly distributing beverages containing noxious substances, controlled substances, or foreign objects that could harm a person's health, with penalties ranging from Class I to Class C felonies depending on severity

Expands the definition of "mentally incapacitated" for sex offenses to include victims rendered incapable due to acts by either the perpetrator or the victim, or poisonous/controlled substances given without consent

Removes the word "forcible" from the titles of first-degree and second-degree rape and sexual offense statutes throughout the General Statutes

Effective December 1, 2019, applying to offenses committed on or after that date, with prosecutions for prior offenses unaffected
