Joint Legislative Program Evaluation Oversight Committee shall include in the Program Evaluation Division's biennial work plan an evaluation of retirement benefits for state and local government employees.

Program Evaluation Division must assess factors that may impede the future success of current retirement benefit programs and make reform recommendations as necessary.

Program Evaluation Division shall consult with seven specified stakeholders including the Department of State Treasurer, North Carolina League of Municipalities, North Carolina Association of County Commissioners, North Carolina Retired Governmental Employees Association, UNC Chapel Hill School of Government, American Association of Retired Persons, and other state or local government retiree organizations.

Act becomes effective upon enactment into law.
