Prohibits cities and counties from imposing conditions on property uses that are permitted by the existing zoning classification unless the jurisdiction has statutory authority to impose such conditions on similarly situated parcels in the same zoning class.

Requires conditions in conditional use permits and special use permits to be reasonable and appropriate, defined as conditions the city or county could impose in a similar manner on other similarly situated parcels in the same zoning classification through statutory authority.

Limits conditions and site-specific standards in conditional zoning districts to those addressing conformance with ordinances and adopted comprehensive plans, and those addressing impacts reasonably expected from the development.

Requires a statement analyzing the reasonableness of proposed rezonings to special use districts, conditional use districts, or conditional districts.

Effective upon enactment and applies to all permits submitted on or after the effective date.
