Increases electric vehicle registration fee from $130 to $230 effective January 1, 2020, for plug-in electric vehicles that do not rely on nonelectric power sources.

Establishes new $115 registration fee for plug-in hybrid vehicles effective January 1, 2020, defined as vehicles capable of running solely on rechargeable battery electricity but also able to use motor fuel.

Beginning January 1, 2021, implements annual adjustment mechanism for both electric and plug-in hybrid vehicle registration fees based on 75% population change plus 25% Consumer Price Index for energy.

Requires Division to consult with Joint Legislative Commission on Governmental Operations and report to legislative appropriations committees at least 90 days before implementing fee adjustments.

Primary effective date is January 1, 2020, with annual adjustment provisions effective July 1, 2020.
