Appropriates $1,893,481 in recurring funds for fiscal years 2019-2020 and 2020-2021 to the North Carolina National Guard for tuition assistance, staffing, and equipment maintenance.

Allocates $912,000 to the NC Tuition Assistance Program and $460,481 to the Tarheel ChalleNGe program for staffing, facility, and operations needs.

Provides $133,000 for state match funding for three positions: Engineering Supervisor I, HVAC Supervisor, and Program Director.

Appropriates $2,545,000 in nonrecurring funds for fiscal year 2019-2020 for purchasing 800 sets of personal protective equipment ($1,600,000), high-frequency radios ($400,000), and live tracking devices ($30,000).

Becomes effective July 1, 2019.
